Create Scoped Api Key

Create a bank-scoped API key.

Requires a Bearer token with the create_scoped_keys capability. The created key is restricted to the specified banks and cannot mint further keys. It inherits hindsight:access from the caller so it can reach the API it was created for; it never gains a capability the caller lacks.

Authentication required — include an Authorization: Bearer hsk_... header. See Authentication for details.
